The High Development Councils (HDCs) are the high-level decision-making and coordination mechanisms at the sectoral levels. The HDCs will be coordinating across the ministries and other government organizations involved in development of a sector. The donors and development partners will be invited into certain meetings of the HDCs to solicit their active engagement in the sector in terms of knowledge, technical, human and financial resources. So far eight HDCs are constituted headed by the President. There is correspondence between the HDCs and the National Priority programs though different components of NPPs may be covered by different HDCs.
