Ameen Habibi is the Acting Deputy Minister for Policy and the Director General for Policy and Program Implementation at the Ministry of Finance. Since 2012, he has been co-chairing the Asset Transfer Commission, which oversees the transfer of military bases/PRTs from International Security Forces to the Government of Afghanistan, with ISAF/RSM.
Mr. Habibi led the preparation process for the Afghanistan National Development Strategy (ANDS) and coordination of its implementation with all stakeholders, including donors. He has been a key player in preparations leading up to the Tokyo Conference (2012), London Conference (2014), Joint Coordination & Monitoring Board (JCMB) meetings, senior official meetings (SOMs) and more recently negotiations with the international community on the Self-Reliance through Mutual Accountability Framework (SMAF). Mr. Habibi is leading a dedicated team responsible to prepare for the Brussels Conference on Afghanistan on October 4-5, 2016.
Mr. Habibi holds two master degrees: MA in Development Policies and Practices from the Graduate Institute of Geneva, Switzerland and a MA in Public Administration and Policy from Canberra University, Australia. He completed his bachelor’s degree in Economics and Political Science from Cairo University, Egypt
